Children and Family Futures’ Comprehensive Framework offers a set of proven policy and practice strategies for communities to implement to improve outcomes for families affected by substance use disorders and involvement with child welfare services. CFF developed this framework over several decades of experience working with hundreds of collaborative partnerships serving these families, supported through federal-and privately-funded initiatives. The framework offers five systems-level policy efforts shown to help build a strong, multiagency collaborative team required to implement and sustain innovative practice strategies on behalf of families. The framework then lays out five practice strategies and innovations that lead to improved outcomes for children and families. This document provides an overview of the framework as well as key positive outcomes demonstrated through several multisite evaluations of innovative programs that serve these families.
