Since CFF was established in 1996, its staff have worked on issues throughout California that lie at the intersection of child maltreatment and substance abuse. This work has been under contract with the state government, with funding from California-based foundations, with universities and other policy research firms, with treatment providers, and with county and city governments. The products of that work are included in this section. They include
- An evaluation of a model program for client engagement using substance abuse specialists
- A section of the Child Welfare Redesign report that deals with the importance of substance abuse in child welfare cases
- State legislation establishing a strategic planning process between child welfare and treatment agencies that passed both houses of the legislature and was vetoed by Gov. Davis.
California AB 2514
- Suggestions for achieving a greater impact with Proposition 10 funding for children 0-5 that would address the effects of prenatal and postnatal exposure on children
