This article, which first appeared in the California Tomorrow magazine in 1990, has been reprinted many times for conference and workshop packets and academic curricula used in many parts of the nation. An attached article updates the original version with more recent commentary.
Untouched by well-meaning but isolated youth programs, too many of California’s young people slide toward adult lives of illiteracy, joblessness and addiction. Fragmented programs are launched without links to other programs that many youth need, with many of these programs funded at levels too small to make a difference. One compelling solution: weaving current programs into collaborative networks able to combine resources with accountability for results for the youth who most need help.
