Executive Summary
This TAP is one in a series of publications published by the Center for Substance Abuse Treatment (CSAT). Children and Family Futures authored this publication addressing the linkage between alcohol and other drug (AOD) and child welfare services (CWS). Seven sites across the country were visited in Spring of 2000 to highlight programs that have succeeded in linking these two systems.

Matrix of Progress
This framework describes ten elements on which to measure the capacity of agencies to work as partners on the substance abuse needs of CWS clients. This document is included in a soon to be published Technical Assistance Publication (TAP) by the Center for Substance Abuse Treatment. Agencies may be assessed for their capacity to build partnerships by utilizing the Collaborative Capacity Instrument.
