Co-published with Washington, D.C. - based DRUG STRATEGIES, Implementing Welfare Reform is a comprehensive guidebook for state and local policymakers to solve the alcohol and other drug problems among the welfare population. The guidebook details the process of planning states' responses to welfare reform including details to accomplish ten implementation steps. The Implications of Alcohol and Other Drug-related Problems for Child Welfare Services (April 1997).
This report describes the need for closer connections between child welfare services and alcohol and other drug treatment, based on the high correlation of child abuse and substance abuse. It describes the existing barriers to closer ties between the two systems and suggests actions to overcome those barriers and provide children and families with much needed services. Alcohol and Other Drugs: The Scope of the Problem among Pregnant and Parenting Women in California (1997).
A journal article authored by Dr. Nancy K. Young and published in the Journal of Psychoactive Drugs, Vol. 29, No. 1. This is an introductory article providing background information on America's experience with the use and abuse of alcohol and other drugs (AOD). Following a brief history, the article presents findings from recent large-scale studies of patterns and consequences of AOD use, including a focus on trends among women and costs of the consequences of AOD use. Effects of Alcohol and Other Drugs on Children. (1997)
A second article in Journal of Psychoactive Drugs, Vol. 29, No. 1, Dr. Young discuses the primary paths in which children are affected by alcohol and other drug use: in utero through the mother's use, environmentally through both family and community influences, and through their own use. The article includes estimates of the number of children that are exposed through each of these pathways and focuses on society's lack of policy response to environmental AOD exposure for children.
